R.J. Comer focuses his law practice on land use litigation-defending development projects and government approvals against legal challenges and strengthening administrative records in anticipation of litigation. R.J. has successfully defended development projects in arbitration, trial courts, and the California Court of Appeals.
California Environmental Quality Act (CEQA) compliance and litigation is a significant portion of RJ's practice.
With his partners at Armbruster, Goldsmith & Delvac, RJ also practices administrative law and municipal advocacy, providing a variety of services from managing the entire entitlement process, including overseeing technical consultants and negotiating with government agencies and officials, to defending development projects in court. He has also served the special needs of the film and television industry as a project coordinator for two studio expansion projects.
R.J. has obtained government approvals for large commercial, industrial, and residential projects, hotels, public and private educational institutions, restaurants, nightclubs, golf courses, private prisons, as well as many urban in-fill mixed use projects. In addition, R.J. frequently oversees land use due diligence in connection with commercial residential real estate purchases, sales, and loans.
R.J. is one of the most sought-after lawyers in the City of Los Angeles regarding alcohol permitting and licensing, and defending alcohol licenses against protests before the California Department of Alcoholic Beverage Control Administrative Law Judge.
R.J. is past-Chair of the Editorial Board at Los Angeles Lawyer Magazine and continues to serve on LAL Editorial Board. RJ also served on the Board of Directors of the Coro Southern California Leadership Center for many years where he still serves as adjunct faculty. He is a founding member of Hollywood Arts & Media, and he serves as Junior Warden of North Hollywood Lodge 543 F&AM.
He co-authored Zoning (Vol. 4 Chap. 60), in California Environmental Law and Land Use Practice (ed. Matthew Bender). R.J. frequently teaches and lectures on the subject of zoning and development.
Mr. Comer received his Juris Doctor from Loyola of Los Angeles Law School in 1996; completed his Coro Fellowship in 1992; and earned his B.A. from California State University, Northridge (Political Science, magna cum laude) in 1991.
