PUBLIC PRIVATE PARTNERSHIPS

Our attorneys have been negotiating public private partnerships since long before the terms "Public/Private," "P3," and "PPP" were in vogue. Over more than 25 years, we have assisted both public agencies and private developers in navigating the hurdles of public-private partnerships, spurring economic development and investment along transit corridors, at transit-stops and in transit oriented districts, at military bases and in cities and redevelopment areas throughout California.

In addition to negotiating numerous disposition and development agreements, development agreements, ground leases and related transaction documents in this arena, our attorneys have been instrumental in the following:

  • obtaining entitlements and negotiating contracts for development of the first major multi-modal rail station in Los Angeles (Union Station) and numerous transit oriented developments (W Hotel, Del Mar Station, and the Plaza at 4th and Arizona in Santa Monica), including stadium and arena projects;
  • negotiating some of the first design-build public private projects in California—the Metro and MWD Headquarters at Union Station;
  • advising clients on responses to request for proposals, bid negotiations and sole source acquisition of property;
  • acquiring, disposing of and entitling property on military bases closed by the United States, including at Oak Knoll in Oakland, CA, Marine Corps Air Station in Tustin, CA, Camp Parks in Dublin, CA, and Alameda Point in Alameda, CA;
  • leadership of the Los Angeles to Pasadena Gold Line joint development initiative; and
  • conceptualizing and creating public/private organizations (including 501(c)(4)s, joint powers authorities and other entities).
